Storm Damage: What to Do After a Loss

Heavy rains and winds recently pummeled the New York Metro area, causing major damage to many homes and businesses. If you experienced property damage, you need to know what to do after a loss.


If you suffer a loss, the first thing to do is to notify your insurance company or its agent. You can do this by telephone, although it is a good idea to follow up with written notification. Remember, if you give the notice to your broker, rather than directly to the insurance company, you still have a responsibility to make sure that the insurance company receives notice of your claim.

It is also important to notify your insurance company promptly after any incident takes place that might result in a claim at some later date, even though no claim was made at the time the event occurred.

For example, if your dog bites a neighbor or a guest falls on your property, it should be reported to the insurance company even though you don't know whether any claim is actually going to be made against you. Your failure to notify the company promptly might allow it to deny coverage in the event a claim if filed against you at a later date.

It is also important to protect your property against further damages. For example, if the windows are broken, have them boarded up to protect against further vandalism or burglary. The cost of this type of protection is covered by, and would be reimbursed by your insurance company.

However, no permanent repairs should be made until your company or its representative has inspected the property. The company has the right to inspect the property in its damaged state, and can refuse to pay you for any damage that is repaired before inspection.

An adjuster will be sent from your insurance company to examine the damage and give you an estimate of the cost of repairs or replacement. You should also get an estimate from your own contractor to compare with the insurance company's estimate. Your contractor will probably charge a fee for this service but might credit that fee to your bill if you hire that contractor to repair and/or replace your property.

If you need assistance, your agent, broker or insurance company sales representative should help you fill out the claim form and help gather the materials you need to substantiate your loss.

In the event you are unfortunate enough to experience a major loss such as a fire or severe windstorm which has badly damaged or destroyed your home, and you are not in a position to negotiate a settlement with your company, you may want to consult an attorney or call a licensed public adjuster to act on your behalf with your insurance company.

Public adjusters are licensed by the Insurance Department. They represent you and not the insurance company. They will help you in taking inventory of your loss, securing your home from vandalism, contacting your insurance company, advising you on the extent of your coverage and help you secure the services needed to repair or rebuild you home. They will negotiate on your behalf with the adjuster from the insurance company.

A public adjuster may not charge a fee more than 12.5% of the recovery amount and must get a signed compensation agreement from you in which the amount of compensation is clearly stated. Such agreement may be cancelled up to midnight of the third business day after the date on which you have signed the compensation agreement. In addition, public adjusters may not solicit your business between the hours of 6 p.m. and 8 a.m.

Another alternative to consider when an agreement cannot be reached between you and your insurance company is the appraisal process. Every homeowner, tenant, cooperative apartment and condominium policy issued in New York contains a provision whereby you and your company select a competent and disinterested appraiser. The two appraisers, in turn, select an umpire. Each appraiser must evaluate the loss and determine the value of each item. Any disagreements between the appraisers regarding the value of any items are submitted to, and settled by the umpire. The costs of this process are paid by the policyholder and the insurance company.

Wind Damage to Your Home: New York Wind Advisory

Heavy winds are pounding Long Island today and the National Weather Service has issued a Wind Advisory for parts of New York.


During a severe storm or a hurricane, homes may be damaged or destroyed by high winds. Debris can break windows and doors, allowing high winds inside the home. In extreme storms, the force of the wind alone can cause weak places in your home to fail.

Some helpful tips regarding wind damage and preparing for storms are listed below:

The Roof
During a windstorm, the force of the wind pushes against the outside of your home. That force is passed along from your roof to the exterior walls and finally to the foundation. Homes can be damaged or destroyed when the energy from the wind is not properly transferred to the ground. The first thing you should do is determine what type of roof you have. Homes with gabled roofs are more likely to suffer damage during a hurricane. A gabled roof looks like an A on the ends,with the outside wall going to the top of the roof. The end wall of a home with a gabled roof takes a beating during a hurricane or wind storm, and those that are not properly braced can collapse, causing major damage to the roof.

Exterior Doors and Windows
The exterior walls, doors, and windows are the protective shell of your home. If your home's protective shell is broken, high winds can enter and put pressure on your roof and walls, causing damage. You can protect your home by strengthening the doors and windows.

Double Entry Doors
Most double doors have an active and an inactive or fixed door . Check to see how the fixed door is secured at the top and bottom. The bolts or pins that secure most doors are not strong enough. Some door manufacturers provide reinforcing bolt kits made specifically for their doors. Check with your local building supplies retailer to findout what type of bolt system will work for your door.

Double-wide Garage Doors
Double-wide (two-car) garage doors can pose a problem during storms because they are so large that they wobble as the high winds blow and can pull out of their tracks or collapse from wind pressure. If garage doors fail, high winds can enter your home through the garage and blow out doors, windows, walls, and even the roof.

Check the track on your garage door. With both hands, grab a section of each track and see if it is loose or if it can be twisted. If so, a stronger track should be installed.

Storm Shutters
Installing storm shutters over all exposed windows and other glass surfaces is one of the easiest and most effective ways to protect your home. You should cover all windows, French doors, sliding glass doors, and skylights. There are many types of manufactured storm shutters available. For more information on manufactured shutters, check with your local building supplies retailer. If you install manufactured shutters, follow the manufacturer's instructions carefully.

Description: The recalled battery equalizers are charge balancing devices designed to increase the performance and longevity of rechargeable batteries.

Sold at: Authorized distributors and retailers from July 2006 through March 2009 for about $300.
Manufactured in: United States

Disaster Strikes Your Business...Now What?

Description: This recall involves Conair clothing irons with model numbers DPP1500, DPP1500R and DPP3500. The model number is printed below the soleplate. No other models are included in this recall.

Sold at: Department and retail stores nationwide from October 2008 through March 2009 for about $50.

Kidde Recalls to Replace Fire Extinguishers Due to Failure to Operate

Hazard: The pressurized cylinders in the recalled fire extinguishers could lose pressure and fail to operate. In the event of a fire, this failure could put a consumer and property at risk.
Incidents/Injuries: None reported.


Description: This recall involves the Kidde XL Fire Extinguishers with model numbers FX340SC, FX340H, FX340GW, XL5MR, FX210R, FX340SC-2, FX210W, XL2.5TCZ-4, E-340-3 and with manufacture dates between October 2007 and April 2008. “Kidde” and the model number can be found on the label on the front of the extinguisher. The manufacture year is on the bottom of the extinguisher. If your extinguisher is one of the listed model numbers and is marked with the year 07 or 08, contact Kidde to determine if you have a recalled extinguisher.

Replace Smoke and CO Alarm Batteries This Sunday for Daylight Saving Time
WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission (CPSC) is urging consumers to replace their smoke alarm and carbon monoxide (CO) alarm batteries this Sunday as clocks are turned ahead for Daylight Saving Time.

“Safeguard your family by putting new batteries in your smoke and carbon monoxide alarms this weekend,” said CPSC’s Acting Chairman Nancy Nord. “Properly working smoke and CO alarms can alert you to a fire or poisonous carbon monoxide in your home and give you valuable escape time.”

An estimated annual average of 378,700 fires, 2,740 deaths, 13,090 injuries and $5.6 billion in property losses associated with residential fires were reported by fire departments from 2003 through 2005.

Carbon monoxide is an odorless, colorless, poisonous gas that consumers cannot see or smell. There was an annual average of 171 unintentional non-fire CO poisoning deaths associated with consumer products from 2003 through 2005.

CPSC recommends consumers replace the batteries in their smoke and CO alarms annually and test the alarms monthly. Smoke alarms should be on every level of the home, outside sleeping areas and inside each bedroom. CO alarms should be installed on each level of the home and outside sleeping areas. CO alarms should not be installed in attics or basements unless they include a sleeping area. Combination smoke and CO alarms are available to consumers.
CPSC recommends consumers follow these safety tips:
Never leave cooking equipment unattended.
Have a professional inspect home heating, cooling, and water appliances annually.
Use caution with candles, lighters, matches, and smoking materials near upholstered furniture, mattresses, and bedding. Keep matches and lighters out of reach of young children.
Have a fire escape plan and practice it so family members know what to do and where to meet if there’s a fire in the home. Children and the elderly may sleep through or not react to the sound of the smoke alarm, so parents and caregivers should adjust their fire escape plan to help them escape the house in the event of a fire.

Never ignore an alarming CO alarm. It is warning you of a potentially deadly hazard. If the alarm signal sounds do not try to find the source of the CO. Immediately move outside to fresh air. Call your emergency services, fire department, or 911.
Never use a portable generator indoors – including garages, basements, crawlspaces, and sheds. Opening doors and windows or using fans will not prevent CO buildup in the home.
During use, keep portable generators outdoors and far away from open doors, windows and vents, which can allow CO to build up indoors.
If you start to feel sick, dizzy or weak while using a generator, get to fresh air right away. The CO from generators can readily lead to full incapacitation and death.

Never use charcoal indoors. Burning charcoal in an enclosed space can produce lethal levels of carbon monoxide.

Rheem Recalls to Repair Oil-Fired Furnaces Due to Fire Hazard
WASHINGTON, D.C. - The U.S. Consumer Product Safety Commission, in cooperation with the firm named below, today announced a voluntary recall of the following consumer product. Consumers should stop using recalled products immediately unless otherwise instructed.

Name of Product: Rheem, Ruud and United Refrigeration Oil-Fired Furnaces
Units: About 14,000

Manufacturer: Air Conditioning Division of Rheem Manufacturing Co., of Fort Smith, Ark.

Hazard: If the furnace is not properly wired, the oil burner can continue to operate when the blower shuts off, posing a fire hazard to consumers.

Incidents/Injuries: Rheem has received one report in which the furnace was incorrectly wired. No injuries or property damage have been reported.
Description: This recall involves oil-fired furnaces sold under the Rheem, Ruud and United Refrigeration brands. Only the models beginning with the model numbers listed in the chart below and with date codes ending in 0106 through 5206, 0107 through 5207, or 0108 through 4808 are included in this recall. The model number and date code (designated by the four digits following an “M” in the middle of the serial number) are printed on the unit’s rating plate, which is on the left wall of the furnace’s interior just above the burner. The rating plate can be found by opening the unit’s burner access door, which has slotted openings.

CPSC Warns of Deadly Fire and Carbon Monoxide Hazards with Winter Home Heating



WASHINGTON, D.C. - According to the U.S. Fire Administration (USFA), there have been more than 150 residential fires that resulted in more than 200 deaths since Thanksgiving. These statistics have led the USFA and fire chiefs to declare the holiday season and start of the new year as one of the deadliest in recent memory.

As families look for ways to save money in these tough economic times, the concern over additional fire deaths and carbon monoxide poisonings from alternative heating sources is heightened. The U. S. Consumer Product Safety Commission (CPSC) is urging consumers to keep safety in mind when it comes to heating their homes this winter.

Home heating equipment is among the top causes of fires and CO poisonings. From 2003 through 2005, there was an annual average of 57,300 fires and 270 fire deaths associated with portable heaters, central heating systems, and fireplaces and chimneys. There were also 68 deaths, on average, from carbon monoxide poisoning each year associated with these products.


CPSC urges consumers to:
Schedule a professional inspection each year of all fuel-burning home heating systems, including furnaces, boilers, fireplaces, wood stoves, water heaters, chimneys, flues and vents.

Take precautions when using space heaters, fireplaces or other heating sources to help stay warm this winter.

Install smoke alarms and carbon monoxide (CO) alarms in the home and check that the batteries are fresh and working.


2009 is just weeks old, yet there have already been dozens of deaths from fires in the home.

Reports of residential fire deaths in January include:
Eight people died including a mother, her boyfriend and her four sons age 6 months to 10 years old, in their Richland, New York home. There were no smoke alarms in the home.

A woman was killed in her Detroit home by a fire believed to have been caused by a space heater that was too close to a chair.

Three people, including 13- and 15-year-old sisters and their older male relative, died in their Oklahoma home. Space heaters and an electric stove were being used for heat.

CPSC urges consumers to follow these home heating safety tips:

Space heaters:
Place space heaters on a level, hard and nonflammable surface (such as a ceramic tile floor), not on rugs or carpets or near bedding or drapes. Keep the heater at least three feet from bedding, drapes, furniture and other flammable materials. Keep children and pets away from space heaters.
To prevent the risk of fire, NEVER leave a space heater on when you go to sleep or place a space heater close to any sleeping person. Turn the heater off if you leave the area.

Never use gasoline in a kerosene space heater. Even small amounts of gasoline mixed with kerosene can increase the risk of a fire.

Use a space heater that has been tested to the latest safety standards and certified by a nationally-recognized testing laboratory. These heaters will have the most up-to-date safety features; older space heaters may not meet the newer safety standards. An unvented gas space heater that meets current safety standards will shut off if oxygen levels fall too low.

Do not use portable propane space heaters indoors or in any confined space unless they are specifically designed for indoor use. Always follow the manufacturer’s directions for proper use.

Fireplaces:
Have flues and chimneys inspected for leakage and blockage by creosote or debris.
Open the fireplace damper before lighting a fire and keep it open until the ashes are cool.

An open damper may help prevent build-up of poisonous gases inside the home.

Store fireplace ashes in a fire resistant container and cover it with a lid. Keep the container outdoors and away from combustibles.

Stoves and Ovens:
Never use electric or gas stoves to heat the home. They are not intended for that purpose and can cause fires and CO poisoning.

Winter Storm/Property Damage: Ice Dams and Your Home


Snow is expected this weekend on Long Island and the NY Metro area and the Weather Service has issued a WINTER STORM WARNING for the area. Whenever there is snow, you are guaranteed to have troublesome ice dams to follow. Ice dams can cause major water damage and flooding to your home, which requires immediate attention.

As winter advances through cycles of freezing and thawing, buildings and homes experience ice buildup and roof damage. In general, ice dams are formed when attic heat moves up to warm the roof and melts snow at or near the ridge. Snow melts, runs downward and hits the edge of the cold roof, resulting in re-freezing snow. These cycles cause ice to accumulate and back up under shingles. Damage appears in the form of soaked insulation, stained, cracked and damaged sheet rock, damp, smelly, rotting wall cavities and stained, blistered and peeling paint.

Preventing Ice Dams
To prevent an ice dam, don't heat the roof, keep it cold. That way, the snow on the roof eventually dissipates without making large amounts of meltwater. The underside of the roof deck should not exceed 30 F. The best way to maintain low temperatures is by ensuring that there is adequate insulation and sealing gaps that let warm air pass into the attic from the house. The attic must also be ventilated, so that cold air is introduced into it and heated air escapes rapidly. Some remodeling contractors are under the impression that heat passing through the attic helps prevent ice dams, when just the opposite is true. Although excess heat moving from the attic through the roof rapidly melts snow, once the meltwater touches the cold eaves, it quickly freezes and forms an ice dam.

If you have a furnace in the attic, it may not be possible to prevent ice dams. Increased insulation, however, should help. First, insulate the areas between the roof rafters. It is important to keep an air space between the roof deck and the insulation in order to prevent a condensation buildup that can delaminate the roof deck. Prior to insulating, install polystyrene rafter air channels, which are available at home centers. Next, lay insulation blankets over the furnace's heating ducts to help reduce the heat buildup in the attic. If there's a hatchway into the attic, build a cover for it out of rigid poly-styrene insulation.

If the gable and ridge vents do not generate sufficient air movement to dissipate the heat, you will need a motorized vent at one end of the attic to exhaust the heat, and an adequately sized vent on the opposite end of the attic to draw in cold air from the outside.

Check your home carefully when ice dams form. Investigate even when there doesn't appear to be a leak. Look at the underside of the roof sheathing and roof trim to make sure they haven't gotten wet. Check the insulation for dampness. And when leaks inside your home develop, be prepared. Water penetration often follows pathways difficult follow. Don't just patch the roof leak. Make sure that the roof sheathing hasn't rotted or that other less obvious problems in your ceiling or walls haven't developed. And then detail a comprehensive plan to fix the damage. But more importantly, solve the problem.

What is a puffback?

Home Restoration Repairs: 203(k) Program/Rehabilitation Mortgage


It's no secret that many homes across the country, including New York, have been placed into foreclosure because of the economy. As a result, some homes become neglected over time and develop situations that subsquently require a restoration company to perform repair work. Initiating necessary foreclosure repairs for a property can be accomplished by a potential homeowner applying for a mortgage related to the 203(k) Program.


The Federal Housing Administration (FHA), which is part of the Department of Housing and Urban Development (HUD), administers various single family mortgage insurance programs like a 203(k) mortgage. These programs operate through FHA-approved lending institutions which submit applications to have the property appraised and have the buyer's credit approved. These lenders fund the mortgage loans which the Department insures. HUD does not make direct loans to help people buy homes.

The Section 203(k) program is the Department's primary program for the rehabilitation and repair of single family properties. As such, it is an important tool for community and neighborhood revitalization and for expanding homeownership opportunities.

When a homebuyer wants to purchase a house in need of repair or modernization, the homebuyer usually has to obtain financing first to purchase the dwelling; additional financing to do the rehabilitation construction; and a permanent mortgage when the work is completed to pay off the interim loans with a permanent mortgage. Often the interim financing (the acquisition and construction loans) involves relatively high interest rates and short amortization periods.

The Section 203(k) program was designed to address this situation. The borrower can get just one mortgage loan, at a long-term fixed (or adjustable) rate, to finance both the acquisition and the rehabilitation of the property. To provide funds for the rehabilitation, the mortgage amount is based on the projected value of the property with the work completed, taking into account the cost of the work. To minimize the risk to the mortgage lender, the mortgage loan (the maximum allowable amount) is eligible for endorsement by HUD as soon as the mortgage proceeds are disbursed and a rehabilitation escrow account is established. At this point the lender has a fully-insured mortgage loan.

INSURANCE DEPARTMENT ACTIVATES DISASTER HOTLINE
The New York State Insurance Department today activated its toll-free Disaster Hotline to assist property owners affected by the ice storm that struck 16 Upstate counties and left thousands of New Yorkers without power, Superintendent Eric Dinallo said.
The Insurance Department's Disaster Hotline number is 1-800-339-1759. The hotline is staffed by personnel from the Department's Consumer Services Bureau on weekdays between 8 a.m. and 5 p.m.

"Consumers who have storm-related damage and are having difficulty dealing with their insurance company or understanding their coverage should give the hotline a call," Dinallo said. "We are available to help New Yorkers work through the claims process with their insurance companies in the event they need help."

Dinallo urged homeowners and business operators to make every effort to protect their homes and businesses from further damage. This includes reviewing insurance policies for important information related to electric utility interruptions. Coverage for power failure is generally excluded in a homeowners policy. However, coverage may be available for damage occurring during the restoration of electricity by such events as electrical power surges.

Commercial property policies generally exclude coverage for power or utility service failure if the failure occurs outside the premises. There may also be waiting periods in policies before business interruption coverage is triggered. It is important for these property owners to confer with their insurance agent to determine the extent of coverage available.

Following are some typical questions and answers consumers may find helpful:

What damage to your home is covered?
Damage caused by wind, wind-driven rain, trees or other falling objects, as well as the collapse of a structure due to the weight of ice or snow, is covered under most standard homeowner policies. The repair of pipes frozen as the result of extreme cold weather may not be covered if damage is due to negligence, such as failing to maintain an adequate temperature in the house.

What damage to your home is not covered?
Many policies do not cover losses of any type incurred as the result of a flood, costs associated with the removal of a fallen tree (unless the tree lands on your home), food spoilage expenses created by an off-premises power outage, and water damage resulting from backed-up drains or sewers. Some insurers offer endorsements (additional protection that may be purchased) for certain coverage not included under a standard homeowner policy. Consumers should check with their insurance agent or company to determine their needs.

What should I do after damage to a car or an accident?
Damage to automobiles due to falling ice or trees is covered under your comprehensive automobile insurance policy. In the event of an accident while driving on icy roads, call your insurance agent or insurance company with your policy number and other relevant information as soon as possible, although you have 30 days in which to report the accident. Be sure you cooperate fully with the insurance company and ask your agent what documents, forms and data you will need.

Going Green Around the Holidays



Every day, more and more Long Island businesses and homeowners are "going green" in order to provide a healthier environment for residents of Nassau & Suffolk County.

The world has a fixed amount of natural resources, some of which are already depleted. So as population growth greatly strains our finite resources, there are fewer resources available. If we intend to leave our children with the same standard of living we have today, we must preserve the foundation of that standard of living. Saving clean air, water, fuel sources and soil for future generations is essential, and everyone needs to start thinking green.

Some of the greatest threats to future resources come from things we throw away everyday. Household batteries and electronics often contain dangerous chemicals that may, if sent to a local landfill, leak through the bottom barrier and pollute the groundwater. This can contaminate everything from the soil in which our food grows, to the water which will eventually come out of aquifers and into our tap water. Many of these chemicals cannot be removed from the drinking water supply, nor from the crops that are harvested from contaminated fields. The risks to human health are tremendous and educating the public will help to alleviate those risks.

Simple ways to increase the energy efficiency of a home during the building or remodeling process include:

Lights
Turn off unnecessary lights , indoors and outdoors, to conserve electricity. Install lighting timers or sensors to automatically turn off lights when not needed.

High-Efficiency Heating/Cooling System
Installing high efficiency heating and cooling equipment also conserves electricity. Use programmable thermostats to minimize energy use, especially when no one is home.

High-Efficiency Windows and Appliances
High-efficiency windows reduce heating and cooling costs by minimizing the impact the outside environment has on a home.

'Tis The Season: Christmas Tree Fires


Every year around the holidays, tragic stories hit the news media in New York related to Christmas trees that caught fire in a home or business. Taking simple precautions will help to prevent an unforeseen situation from occurring.


Preventing Christmas Tree Fires

Selecting a Tree
Needles on fresh trees should be green and hard to pull back from the branches, and the needle should not break if the tree has been freshly cut. The trunk should be sticky to the touch. Old trees can be identified by bouncing the tree trunk on the ground. If many needles fall off, the tree has been cut too long, has probably dried out, and is a fire hazard.

Caring for Your Tree
Do not place your tree close to a heat source, including a fireplace or heat vent. The heat will dry out the tree, causing it to be more easily ignited by heat, flame or sparks. Be careful not to drop or flick cigarette ashes near a tree. Do not put your live tree up too early or leave it up for longer than two weeks. Keep the tree stand filled with water at all times.

Disposing of Your Tree
Never put tree branches or needles in a fireplace or woodburning stove. When the tree becomes dry, discard it promptly. The best way to dispose of your tree is by taking it to a recycling center or having it hauled away by a community pick-up service.
Holiday Lights
Inspect holiday lights each year for frayed wires, bare spots, gaps in the insulation, broken or cracked sockets, and excessive kinking or wear before putting them up. Use only lighting listed by an approved testing laboratory.

Do Not Overload Electrical Outlets
Do not link more than three light strands, unless the directions indicate it is safe. Connect strings of lights to an extension cord before plugging the cord into the outlet. Make sure to periodically check the wires - they should not be warm to the touch.
Do not leave holiday lights on unattended.

Holiday Decorations
Use only nonflammable decorations. All decorations should be nonflammable or flame-retardant and placed away from heat vents.

Never Put Wrapping Paper in a fireplace. It can result in a very large fire, throwing off dangerous sparks and embers and may result in a chimney fire.



Ensure working smoke alarms are installed on every level of your home, test them monthly and keep them clean and equipped with fresh batteries at all times. Know when and how to call for help. And remember to practice your home escape plan.

Property Damage: Flooding/Water Damage

The very recent horrific flooding situations throughout the United States and the rest of the world exemplify how disastrous extreme water damage can be. Along with the tragic loss of life came almost irreparable physical property damage.

DAMAGE ASSESSMENT
Until the water recedes, a proper and thorough site/damage assessment cannot be performed. Water and silt, associated with floods, can carry contaminants such as bacteria, heavy metals, pesticides, PCBs and hydrocarbons. In some cases, metals, including lead, chrome, cadmium, barium and mercury, along with maintenance chemicals, oils from mechanical rooms, waste oil storage or fuel oil tanks, paints, solvents, and house-keeping chemicals may also be present. When these and other unknown chemicals are found, specific procedures such as taking a complete physical inventory of each container and product segregation should be performed by certified, trained, hazardous material technicians. The water and silt must be tested and analyzed so that the proper health and cleaning protocols can be employed.

The affect of the water and silt upon the facility and its contents can be extremely detrimental. Mr. Ian R. Chin, SE, AIA an external consultant to BOMA (Building Owners and Managers Association), states that, "Many buildings affected by water infiltration can be exposed to loading conditions that they have never seen before, and possibly were not designed to withstand. After the water is pumped out, all structural walls, beams, and columns should be investigated to determine if water-related forces have adversely affected their structural capacity and serviceability. When existing conditions have been evaluated, the structural engineer should design repairs to provide immediate stabilization as needed, and to provide long-term measures to address distress conditions. Structural intervention must be coordinated with measures to address architectural, mechanical, electrical and environmental concerns in areas affected by water."

For example, the water’s ionic content, acidity, suspended solids and organic content should always be analyzed. Inorganic salts from building materials and atmospheric particulate matter can be deposited on exposed circuit boards. It is also important not to let the sediments in water settle on the equipment and then dry. When addressing water damage in a facility and to the contents of that facility, you need to review all the water variables which could exist, including total alkalinity (pH), total dissolved solids (TDS), suspended material, dissolved gases, pathogens, organic material, microorganisms, electrolytes, oil and chemicals.

ELECTRONIC EQUIPMENT RECOVERY
In most cases, de-energizing electronic equipment before exposure to water allows for successful restoration. Electronics, as well as finished products, should always be carefully examined and, if necessary, be tested by experienced technicians to make sure they still meet the manufacturer’s original operating and performance specifications, as well as general cosmetic appearance. If this equipment remains in a moist, humid environment, severe corrosion can occur within 48 – 72 hours. Emergency restoration procedures, such as removal of standing water, facility dehumidification, and corrosion control are crucial loss recovery factors in reducing damage to critical components of the facility.

It is possible to remove hundreds of gallons of water from thousands of square feet in a facility over a 24-hour period by dehumidifying moist air through the use of high efficiency refrigeration or desiccation techniques. Restoration specialists use dehumidification equipment in conjunction with overhead fire sprinklers and fire detection sensors to provide the maximum protection for expensive telephone switches or electronic data processing environment.

SICK BUILDING SYNDROME
In addition, where you have had standing water or moist, humid conditions in a facility for more than 24 – 48 hours, you must be concerned about the development and growth of mold and mildew spores. This affects not only the structure, HVAC systems and critical contents such as documents and magnetic media, but can produce sick building syndrome as well.

A proper and thorough damage assessment, performed by a certified industrial hygienist and decontamination of the HVAC systems is critical to insure the building will be returned to the proper criteria of clean for re-occupancy.

VITAL RECORDS RECOVERY
In addition to understanding and mitigating what water damage can do to a facility and electronic equipment, it is equally important to understand and mitigate not only what it can do to vital records, but the health hazards it might pose while attempting vital records recovery. During flooding, for example, sewage backup normally occurs. The typhoid bacteria can be present in sewage and therefore, in order to protect your resources that are assisting in the retrieval and restoration of the records, you will need to institute the proper health and safety procedures.

In the event of water damage, vital records can become a total loss very quickly. For example, chilled-water systems often contain glycol, which can adversely affect certain types of paper and magnetic media. Different types of documents, photographs and vellum items, as well as magnetic media, need immediate and extra-special care. Every effort should be made to reduce high temperatures and vent the areas as soon as the water has receded or been pumped out. Water-soaked materials must be kept as cool as possible by good air circulation until they can be stabilized.

Freezing and storing documents can buy you time to finalize arrangements for proper recovery. Although freezing itself is not a drying method - and does not kill mold - it definitely controls its growth if done properly.

Using proper hygiene methods, washing away accumulated mud, sewage and dirt must be completed prior to freezing to avoid additional damage. Do not attempt to pull documents apart while wet. Remove all documents in blocks, if possible, so you do not increase deterioration. Leave a space about the size of your fist in the packing box for proper air circulation. Once the documents are frozen and/or in cold storage, choose the proper drying method of either freeze-drying through sublimation or descicant drying. (It is important to point out that, depending upon the degree of water damage and volume of documents, both processes can require substantial time (generally a minimum of 7 - 10 days, and quite a bit longer in a regional disaster).
In addition, check with your insurance company to ensure that your policy adequately covers the costs involved in restoring vital records. Typically, freeze-drying costs are priced per cubic foot of records. Determine whether your present coverage addresses the retrieval of data from the damaged medium. Lewis also cautions us on understanding the importance of art conservators directing a fine art pack out of a damaged building, and that in most cases, improper handling of fine art can cause more substantial damage than the damage event itself.

Through preparedness, training and mitigation, we can greatly reduce the billions of dollars being spent today on trying to salvage flood damaged homes and businesses.

What is Thermography?


Many restoration contractors will use a thermal imager following a water loss to determine the damage sustained to a property structure. Thermography, the use of a thermal imager or infrared (IR) camera to capture an image of the surface temperature of objects, is used in a variety of industries to detect problems that show up as temperature differences.

First of all, it is important to understand that an IR camera is not a moisture meter. It is a thermal-imaging camera that detects temperature differences. Where there is elevated moisture in or on interior building materials, there is usually evaporative cooling. If necessary, the building can be modified to enhance evaporative cooling. Since evaporation lowers the temperature of wet surfaces, the IR camera can easily and quickly locate suspect areas needing further investigation. Both the IR camera and the moisture meter are needed to perform a building moisture investigation. So, after the IR camera locates an anomaly, a contractor can verify the presence or absence of moisture with a moisture meter.

A trained thermographer can scan a room and check questionable areas more timely than using less effective techniques. Water damage calls for fast responses, especially when dry downs are an operation. Using an IR camera significantly reduces inspection times, resulting in reduced labor costs. The same thing applies to monitoring the drying process. It would take a lot of time to check every square inch of an area you are drying and you can easily miss areas of moisture. On the other hand, the IR camera can quickly show an individual the progress of the restoration and where to focus your drying efforts.
